Restart Rule

As we have it now the restart rule is that you aren't allowed a restart unless you can provide some proof in which case the restart will be allowed. If you don't have proof then you must take your chances with a sim. We can keep it like it is or we can go to a system in which we allow one restart per season to cover for when stuff happens which we all know happens occasionally.
